In ext/local/etc/config-private.pl find OFFICIAL_JOURNALS and add USERNAME => 1 to it, as per commented instructions. By default, posts to the account "news" (which you will have to create yourself) will be treated as announcements. (In order to interact with notifications, you're going to need to run the support-notify worker.)
